Add test for characters in file title and description

In 3.7 we accidentally excluding commas from the list of allowed characters for file descriptions and titles. This was added back in 3.8.

Add a test that includes commas in an uploaded file to test that this works.

Commas are critical in the proper labeling of presentations.
