Add option for email of ratings that have been updated

SWT runs a script after ratings run that emails us what ratings have been updated based on a text file of email addresses. It uses the log output to determine what has been updated.

Could we add an optional flag or query for (properties endpoint?) and if this property exists it will send an email at a defined time in possibly another property?

This would let us create a separate interface if we chose to manage these alerts.
