Replace withdrawn SQLite 3.52.0 with stable 3.51.3

Issue Summary

The 3.52.0 version published in 2026-03-06 has been withdrawn due to backwards compatiliby issues (https://www.sqlite.org/changes.html). The last stable version is now 3.51.3 and was published today (Mar 13, 2026).

This MR proposes the needed changes to move to 3.51.3: #1858

Steps to Reproduce

Bug was the closes type of issue I found. I haven't been impacted yet, this is more of a clean up to prevent problems, so no steps to reproduce.
