Web console

A web console to visualize and manipulate data for the server
- Using Bootstrap (http://github.com/twitter/bootstrap)
- Currently online users, quickly assign them to be an h/op
- Ban/kick users
- Visualize user uptime
- Visualize server uptime
- `!give` GUI tool (select user, visually select items and quantities to give)
- Console output
- Privilege system tool
