Leaking SCC related Roles and RolesBinding

Description

Role and RoleBinding devworkspace-use-<...> are still exist on the cluster when controller.devfile.io/scc attribute is removed

How To Reproduce

1. Create a workspace
2. Start/stop the workspace
3. Remove the attribute
4. Delete the workspace

Check that the corresponding Role and RoleBinding are still on the cluster

Expected behavior

RBAC is removed
