Copilot starts implementing the plan even when user chooses "Exit plan mode and I will prompt myself"

Describe the bug

When using plan mode, selecting Exit plan mode and I will prompt myself does not stop Copilot from proceeding with the implementation. Despite indicating that it will wait for the user’s next prompt, Copilot immediately starts implementing the generated plan without any further user instruction.

Steps to reproduce the behavior

1. Create a plan using the plan mode.
2. After reviewing the plan, when prompted, choose Exit plan mode and I will prompt myself.
3. Copilot starts implementing the plan even though the message says it will wait for the user to ask for it.

Expected behavior

If the user chooses Exit plan mode and I will prompt myself, Copilot should not start implementing the plan and should wait for further instructions from the user.
