The goal of this issue is to implement the existing TODO in AgentEngineSandboxCodeExecutor

Adding sandbox_ttl parameter support to AgentEngineSandboxCodeExecutor. The Vertex AI SDK will include a ttl parameter in CreateAgentEngineSandboxConfig, which allows setting an automatic expiration time for sandboxes.
