@open-telemetry/python-maintainers hello! i'd like to take on the work to implement a prototype for declarative configuration in Python. What's the best way to do this? Would it be best to take over #3632, or best to start fresh?

One thing I've found helpful in the go implementation was to break things up in smaller PRs to get things moving. Let me know what you would all prefer!

Hey all - I'm gonna be working with @codeboten to add the OTel config implementation to Python.

I've broken out the implementation into steps to try keep it small and manageable:

1. Generate model code from JSON schema - Alex's PR: config: generate model code from json schema #4879
2. Core Loading & Validation
3. Resource & Propagator Creation
4. TracerProvider Creation
5. MeterProvider Creation
6. LoggerProvider Creation
7. Complete Integration & Public API

Does this sound like a good plan for you all?
