- Add agent-framework Git submodule (external/agent-framework)
- Add symlinked sample directories for dotnet and python (hosting + durable MAF workflows)
- Add detailed README for the extension samples
- Update root README and samples README with new section
- Add weekly cron workflow to keep submodule up to date

Rather than using a git submodule, it's more conventional to reference the publicly released MAF packages.
