This PR modernizes the SDK generation command in CI by replacing the deprecated tox run -e generate approach with the newer azpysdk generate command. This aligns with the repository's ongoing migration from tox-based tooling to the lighter-weight azpysdk framework.

although. this is only used in the
archetype-typespec-emittertemplate, which I couldn't find a usage of by Python, i only saw it used byhttp-client-csharp - ci
