[web] Add Global Error Boundary with Retry Mechanism #243

- Implemented `ErrorBoundary` component in `web/components/ErrorBoundary.tsx`.
- Integrated `ErrorBoundary` into `web/App.tsx` wrapping `AppRoutes`.
- Added theme-aware `ErrorFallback` UI supporting both NEOBRUTALISM and GLASSMORPHISM themes.
- Verified functionality with automated Playwright tests (artifacts cleaned up).
- Updated documentation (.Jules/todo.md, .Jules/changelog.md).
