[Web] Add Global Error Boundary with Retry Mechanism

Implemented a global ErrorBoundary component to catch runtime errors and provide a user-friendly fallback UI with retry capability.

• Created web/components/ErrorBoundary.tsx with dual-theme support (Glassmorphism/Neobrutalism).
• Integrated ErrorBoundary into web/App.tsx wrapping AppRoutes.
• Added ability to reset error state and reload application.
• Supports useTheme context via functional ErrorFallback component.
