This PR creates a new GitHub Actions workflow file to set up Copilot environment dependencies. The workflow automates the setup of CodeQL CLI and pack installations to support Copilot operations in the repository.

• Adds a dedicated workflow for Copilot setup steps that can be triggered manually or on file changes
• Installs GitHub CLI CodeQL extension and sets it to the latest version
• Installs CodeQL packs from the repository's ql directories
