Pass NV_EXCLUDE_KERNEL_MODULES to dkms make

We build the drivers with grid.run --dkms --no-drm -n -s, and the install works fine on any kernel, but the dkms build later fails. I can't find any references to NV_EXCLUDE_BUILD_MODULES but NV_EXCLUDE_KERNEL_MODULES seems to make the exclusion work correctly (nvidia-drm seems to be more reliant on the kernel version, and isn't needed for our use case anyway)
