[Others]Support skip-layer mixed quantization

Motivation

XPU需求 不同层不同layer进行不同量化
离线量化config.json 的 quantization_config 新增 modules_to_quant 支持此类跳层混合量化，目前该功能仅支持moe部分进行跳层混合量化
