SecurityPolicy is a new optional string value for AWS::APIGateway::RestApi that allows customers to configure their default RestAPI TLS Policy to serve their traffic. This change adds support for that by directly bringing it to Serverless API as a pass through.

Partially: #3866 . I don't believe strict endpoint should come in the same commit, but down to do it in a later one!
