fix: bump usehooks-ts version to 3.1.1

Description

I noticed an error when executing command: npm install

Here is the error:

npm error Conflicting peer dependency: [email protected]
npm error node_modules/react
npm error   peer react@"^16.8.0  || ^17 || ^18" from [email protected]
npm error     usehooks-ts@"^2.16.0" from the root project 

The problem is react 19 is not supported by usehooks-ts 2.16.0

What I did

In the usehooks-ts project (https://github.com/juliencrn/usehooks-ts), there is a newer version 3.1.1 that accepts react 19.
