Upgrade ruff and add RUF022 & RUF100

• Support the latest version of Ruff #1474

In addition to upgrading the version, two new rules have been added:
One is RUF022, which is similar to isort. It checks for __all__ definitions that are not ordered according to an "isort-style" sort.

The other is RUFF100, which is similar to unused-ignore of mypy. It ensures that ineffective # noqa comments are removed.

Both of these can be automatically and safely fixed using ruff check --fix.

When running poetry doc, any broken internal documentation links will be reported in the console output like this:

INFO    -  Doc file 'config.md' contains a link 'commands/bump.md#-post_bump_hooks', but the doc 'commands/bump.md' does not contain an anchor '#-post_bump_hooks'.
