Commit Message: Add reverse tunnel sandbox setup and testing instructions
This PR adds instructions to set up a sandbox and test the reverse tunnels feature described in Github Issue. Includes steps for bringing up initiator (downstream) and responder (upstream) Envoy as docker containers and testing reverse tunnel establishment and data traffic over the tunnels.
