This pull request updates the CHANGELOG.md to include support for the experimental Cloud Functions for Firebase Dart SDK behind the dartfunctions flag. Feedback was provided to use the past tense for the entry to maintain consistency with the rest of the file and to ensure that existing entries are not accidentally overwritten.
