This ruby issue describes a perf problem on multicore machines that we are seeing on monolith.
A fix is proposed in this PR on ruby/ruby.
This PR applies the same fix to the 4.0 branch of our ruby fork. The purpose of applying the change to our fork is to measure the perf impact and reveal the next bottleneck.
