ci: add isolated kit support for urbanairship-kit

Background

The UrbanAirship library's AAR contains .kotlin_module files with metadata version 2.2.0
This is incompatible with the current combined build, as the current Kotlin compiler in the core SDK is 2.0.20.

What Has Changed

• Exclude urbanairship-kit from settings-kits.gradle (Kotlin 2.2.x).
• Add standalone lint, test, and publish steps in daily, pull-request, and release workflows.
• Document isolated kit build and verification in AGENTS.md, CONTRIBUTING.md, and ONBOARDING.md.
